The city of Exeter is the regional capital of the South-West. With an immediate population of over 120,000, the city enjoys an influence over the wider Devon area. The city boasts a top university, airport, national railway station, cathedral, extensive schooling and comprehensive retailing, making it one of the most vibrant localities in the West Country.

The relocation of the Met Office and high value businesses have all helped to make Exeter a desirable relocation destination.

The proximity to the M5, A30 and A38, as well as links to Dartmoor and the north and south Devon coasts, make Exeter an attractive and accessible place to live and work.

The subject site extends to approximately 15.6 acres/6.3 hectares gross and represents Phase II of the Redhayes, Tithebarn Green, development and is proposed for the construction of a maximum of 240 dwellings (25% will be affordable).

The land is generally level, but rises gradually from North to South. It is bounded to the East by an existing hedgerow with the North, West and Southern boundaries to be formed by new roads to be constructed.

The site enjoys a most enviable location close to the arterial links of the M5 and A30. The construction of the Tithebarn Link Road will put the site on a direct and efficient route into the city avoiding junction 29 of the M5. 

The Tithebarn Link Road is currently under construction with completion of the final stage during Q1 2018. 

The site is to be found from the M5 at junction 29, heading east on the old A30 (Honiton Road). The main access junction to the property via the Tithebarn Link Road is to the east of the Science Park Drive.

Tithebarn Green falls within the Exeter and East Devon Growth Point area.

The site benefits from outline planning consent granted by East Devon District Council (EDDC) on 29 November 2013 (reference 12/1291/MOUT). The outline consent granted permission for up to 580 dwellings, together with a Country Park, Local Centre, Playing Fields and Affordable Housing. The consent was subject to Section 106 Agreements with East Devon District Council and Devon County Council. Details are included within the Data Room Link.

Affordable Housing is to be provided at 25% and will include a range of housing tenures.

Sarah Griffin at CJH Land Affordable is able to advise further on the affordable housing mix and revenues and all interested parties are asked to contact her prior to submission of any proposals.

The land immediately to the North (Phase I) has been sold to Barratt David Wilson (BDW) for the development of 248 dwellings. BDW will be responsible for construction of the Northern Mosshayne Link Road and the provision of certain services.

Tithebarn Link Road is being constructed by Devon County Council. The entire route from Cumberland Way to Honiton Road (old A30) is currently programmed for completion during Q1 2018.

The Southern Mosshayne Link Road will be constructed by the Vendor.

As part of the agreed design and infrastructure strategy for the overall development, this plot will provide a green corridor to include a surface water drainage solution which will be constructed by the purchaser and is intended to service further Phases. For the purpose of the offer proposal it should be assumed that a cost of £650,000 will cover this element including the central corridor landscaping.

The dwellings will be required to be connected to the District Heating network.

Overhead electricity cables running across the site are due to be placed underground (off site) by Western Power Distribution (WPD). Works are currently programmed to be completed by December 2017.

The freehold site is offered for sale on an Informal Tender basis.

Offers are invited for the whole with a maximum capacity of 240 dwellings. Consideration will also be given to a sale of part.

This Phase will carry its own appropriate proportion of Section 106 costs.
